City Council

The Goshen City Council serves as the elected legislative and fiscal body for the City of Goshen, Indiana.

The Council includes five district representatives and two at-large representatives. The mayor serves as presiding officer and votes only to break ties. Councilors serve four-year terms with no limit on the number of terms they may complete.

The City Council enacts ordinances, adopts resolutions, and sets policies that guide Goshen’s operations and development. Council members collectively approve the annual budget, financial agreements, and board and commission appointments.

Council authority is collective, meaning decisions require a majority vote rather than individual actions.

The Council includes a Youth Adviser, elected by Goshen High School students each May, to provide a student perspective. The Youth Adviser participates fully in discussions and votes symbolically without affecting the official outcome.
